What major differences would there be between the base 15 model from February
vs the new haswell base model in terms of performance. Overall performance I mean, I already know
about the gaming performance. But I want to know what other major differences there would be.
 
CPU about 10% faster.

Thunderbolt 2.

Better batter life.

I know you said you know it, but gaming is about the same on low to medium settings on newer games. On higher settings, the 650m is a lot faster.
 
How bad do games look in low or medium? compared to high? to consoles?

I don't have much time and need to know how much of a difference the downgrade to an ivy bridge model would bring to regular performance (ie. watching high resolution videos etc)

I was also in a similar situation and told by people that both of them are somewhat similar in performance and for what you intend to do it should absolutely make no difference.

Another thing, if you live in US you can get a great deal from bhphotovideo for a new ivy bridge mac.
