looking at a 2019 16 inch MacBook pro, 2.4 ghz, 8 core I9, 32GB of 2666MHz DDR4 onboard memory, 2TB SSD1
AMD Radeon Pro 5500M with 8GB of GDDR6 memory for $2978 (with my Vet discount)

Does this seem like a good configuration/Price? Thanks!

Just bought this exact spec refurbished two days ago myself.
seems like the best of all worlds. all the things i would config anyway. You liking it so far? (delivery, package etc all good?)
 
It's a nice configuration, but, are you using it with external displays? If so, how often and how many and with what apps?

No external display. Video editing and photo stuff. Def want to future proof as much as possible. The other MacBook I use daily is a 2015 maxed 15 inch. It’s nice but the battery is draining super quick and the fans are constantly running high.

It sounds like a great spec for that usage scenario. The difference between the 2.3 and 2.4 isn't massive but IIRC it's only a small difference in price. The only thing that may be worth consideration is the 5600M, as it is significantly more powerful and efficient. The downside is the 5600M is expensive and is yet to pop up in the refurb section as it appeared later than the MBP 16's initial release, and the 5500M is already a very solid performer for your usage scenario.

Probably a dumb question... I like to game WOW etc. I use an older PC for this. How likely is it that this max could handle some gaming decently? Thanks!

I have a similar machine (less RAM and a smaller drive) and it's handled the 2 games I've tossed its way. It gets warm and the fans DO ramp up, but I left the graphics at the default settings and they look pretty good. The game should list the minimum and recommended specs that you can compare to the system you're using.
