Yeah I went to an Apple store last week and put my iPhone 5 next to an iPad mini, looking at the same text from the same distance, and couldn't notice a difference, so I think I'll be happy even without the retina display, and I don't do any gaming so I don't think the extra speed would make a big difference anyhow.

Too many commas!
 
All iPads are already unlocked. So that won't be a problem. You'd have to check T-Mo coverage and LTE and 3G bands that the iPad mini cellular covers and cross-reference that with T-Mo's.

That's weird, the store specifies iPad mini for AT&T versus one for sprint, etc

Yeah they do. That's because they come with those specific SIM cards for those carriers with the carrier support file already installed so it'll work out of the box or when it arrives. It's still unlocked, though.

So as I understand it, t-mobile support begins on 10/31. How could one switch without the support file installed?

I believe when the iPhone 5 for T-Mo was released, T-Mo also released a support file for unlocked iPhone 5's. I'm not sure this information has been released by T-Mo, but I'm willing to believe they'll be doing the same for the iPads.
