Refurbs and Leopard

When Leopard comes out, will the refurb macs be updated to have Leopard on them when they sell?

If not, will there be a $10 upgrade CD offer as they did with iLife 08?

I think they do drop-in discs for Leopard once it's released. It looks like the refurbs already have iLife '08 on them.
