Regarding 3G switch issue for ATT iPhone 4S

It seems as if when your sim card is out, it allows you to choose carriers. 2 choices that come up for me are ATT, and ATT 3G. I feel like if someone can figure out a way to keep that carrier selection menu active when the sim card is inserted, it would solve this problem, becuase you can go and select the ATT (edge) network vs the 3G network.

Someone has to be able to edit the IPCC file to enable carrier choosing, which would solve our problem.
