All Devices Region change and Apple Music subscribtion

Hi all, I need to change region from Georgia to Russia, so I cancelled subscription on Apple Music, but it says I can't change region because of active apple music subscription until 22 may, does it means that I can't change region before this data? :confused::confused::confused:
