Region Changing from Ireland to United Kingdom

Hi

I have a macbook pro with 3 users set up on it. The main user when I go into region it is set to United Kingdom even though I change it to Ireland where I am located and always have been once I come out of it and go back in it has reverted to United Kingdom. The 2 other users are set to ireland and remain that why. How can I change this
