Regional CDMA models unlocked?

Does anyone know if rural regional CDMA carrier's iPhone 5S' are unlocked?
 
nope, the only ones that are unlocked are Verizons because of their FCC/LTE agreement. the regional carriers should be locked.
 
They are, however (at least U.S. Cellular) unlocked for international use with a local nanoSIM.
