Register at Itunes US

This is what I did.

I registered at US Store, filled my uni email, and then I click on paypal for payment options.
And right now I'm stuck at Preapproved Payments.
I checked on paypal accounts and there is nothing I can do about it.

What I want just is to get registered so I can use US Vaucher.
Somebody can help me??

Are you outside the US, I'm assuming? If so, this is against the terms and conditions of the iTS.
