reinstalling OS X and Time Machine

i want to start fresh. so im gonna reinstall OS X, i could use time machine to get my music back right?

Yes. I recommend you to first install your OS X fresh with all the updates, then use the migration assistant utility to get your account stuff back to your newly re-created account with all your last settings. You should transfer basicly your whole user home directory's folders back
