iOS Releasing Custom applications for one time distribution

Would it be possible to make a one time unique application for a friend (or maybe as a service) and not release it through the app store?

What if I wanted to make 100 unique applications for individual people, does apple allow me to do that. Would I have to go through the same process as submitting it to the app store? Would the person have to be local?

EDIT: I think I found the answer. Ad Hoc distribution
