On my M1 MacBook Air the size of application windows are not being remembered after I re-open them.
I do not have an external monitor.

Is that the new norm in Ventura or is there something I can do for the window sizes to be remembered?

I had this issue prior to Ventura, so it's not just a Ventura issue. But in my case, it is almost always exclusive to Apple's own apps. In other words, Adobe and Microsoft apps open to the previous size as expected – but Apple's Pages and Numbers app seem to open at random sizes (usually tiny little squares floating in the middle of my giant 34" screen on the desktop, and the 16" built-in screen of my MBPro).
 
I've had this issue on Swift UI applications such as Shortcuts and iPad apps like Overcast since Monterey. I use the app Moom to remember window sizes. It's annoying, but there isn't much sign that it'll be fixed.
