Remote access control problem

Hello all
I am trying to help user who is home, he has a Mac but the permission on the accessibility is not activated like the pic below please any solution we are just using TeamViewer or anydesk I tried many apps always system ask to give permission to start control process, by the way we can't share admin pass with anyone, and most of user are standard users, so the users they can't come to work to make with our helpdesk duty guy
