The Remote app won't pair with ATV4 unless both are on the same Wifi network. Problem is, my ATV4 isn't connected to Wifi because I live on campus and it won't connect to our authenticated network (requires username and password). Sooooo..is there any way to connect the Remote App to the ATV4 without Wifi? Like what about Bluetooth pairing or something? And since many people don't even use Wifi with their Apple TV (Ethernet is better) how do others get around the problem?

You would want to use "Bridge Mode". According to docs: Extends wireless coverage by creating a secondary network with its own wireless network name and password.
I've had mixed success with such a device in Hotel Rooms.

Might wanna be careful if you do something like this, though. When I was in college, they'd come down pretty hard on students that made their own bridged networks. It didn't stop us from making them, of course... ;)
