Remote control app for non-smart HDTV?

I have a Samsung 32" non-smart LED HDTV that I watch frequently. It has only a Roku Express and an X1 Comcast cable box hooked up to it. I can completely control the Roku through the Roku app. But, I was wondering, is there an app in the App Store, free or otherwise, that will allow me to use my 6s as a remote control for my TV?

Since the TV isn't connected to the internet it's not likely there would be an app that would control it, unless there's something that could do it through the Roku or potentially X1.
