I had just inserted a new SIM card into my iPhone 3GS after a problem with my first card. A few minutes after my service began working again, I received a message onscreen asking whether I want to power off. I chose "No" but what's up with this screen? Is this a security problem or something that happens when using a new SIM card?
 
Sometimes the SIM card software will be updated to add support for new features (eg. MMS, Laptop Tethering) and then the carrier can ask you to shut down your iPhone to complete the update.

If you choose not to shut down then the update will simply complete the next time to you turn it off.
