My iPad4 running OS 6.1 is set to not forward this information to Apple. So it just gets collected and unnecessarily takes up storage space. It appears some files do eventually get erased, but clueless as to why or when.

Is there a way for the user to completely remove these files?

As far as I remember setting the diagnostics and usage to not send, clears and keeps the tab clear. This is from iOS 5.1.1 but haven't checked that behavior in 6.1 because I choose to send apple my usage stats. But one things for sure those files are hardly more than a few kilobytes of text. It does not take up any noticable space so I'd suggest not to worry about it too much.
 
All in total, they use less than 10MB of space. They get removed from the device when it is synched with iTunes.
 
Mine don't when I sync with iTunes. I have hundreds of them on my iPhone going no where. I'd like to get rid of them also.
