I have a mac mini running 10.6.8 that can't be upgraded to 10.7. Is it possible to remove that hard drive and place it into a newer mac mini that can run 10.7 and then upgrade it to 10.7 and have it work?

Only if the newer Mini can run on Snow Leopard. If it is a newer machine that shipped with Lion it very likely will not.
