Somewhere
I am in the process of importing some old home movies to put on DVDs for my dad. in a lot of them there is noise from the camera they all used the built in mike. Is there any free software that can do this, or at least fairly cheap?

Audacity for most operating systems has a noise reduction feature.

It's not a professional tool but for the price and the features it is worth installing.

If your referring to video noise, usually there is no way to get a good a professional clean look.
However if the video content can be shrunk and wrapped in a masked box you will improve its look as the video is smaller to the viewer.

only way i know that might fix it is in soundtrack...

How bad is the powerPC version of soundtrack on an intel system? I'm using a Mac Mini, and I have the version of soundtrack that came with final cut express, but I haven't upgraded to the universal version yet and I don't have the money to do it right now now.

You need Soundtrack Pro to do it.
