I have a small external speaker I'll plug into the headphone jack to listen to music.
When I'm done and I pull the speaker out of the iPhone's plug the volume slide goes crazy, racing up, almost to the far right.

Sometimes too the music, although paused to remove the speaker, will start up again.

Can I jack the phone by removing the speaker with the iPhone on or should I shut it down before doing so?

Normally, that shouldn't matter but it sounds like something is wrong with your jack.
 
Theres a different volume for when something is plugged into the jack, and when your using the speakers. If you listen with headphones at a low volume, then later use the speaker but after that go back to the headphones, regardless of what the speaker was at the headphone volume will be what you had before... if that makes any sense

I can live with the music starting back up on its own- sometimes, when the speaker is removed.
