I currently have 6 members in my family iCloud and we share 4TB of iCloud storage. We are now at 3.8TB usage and I would like to remove two of them which will save me around 1TB of storage (they are going to set up their own family later). How do I go about this without them losing any data?

Do they need to sign up for their own iCloud storage subscription and then I can remove them from my account and everything will just seamlessly work? What would happen to their photos if I removed them from my family account but they didn’t have their own iCloud plan in place? From what I’ve read online there is a 30 day grace period for them to purchase their own plan before any data is deleted from Apples surveys, but I can’t actually see this is an official policy from Apple.

Basically I’m really worried about their photos etc and don’t want this coming back on me so want to give them the correct advice before removing them from my family.

Sounds like you have it right. They keep their Apple Account. They are simply no longer part of your iCloud Family Sharing and lose access to the benefits. If their current iCloud data exceeds the 5GB free tier, they will need to subscribe to their own iCloud storage plan.
 
I dont care what any one says. Have them backup all their icloud data and then only, do whatever you plan to do with regard to removing them. Anything else is taking a huge risk in my opinion.
