so a while back I had to do an archive and reinstall-my question is that is it safe to delete the previous install folder-like when i open up my local HD, there is a folder named previous which contains my previous OS install-it is just sitting there taking up 11 GB-so i was wondering if I can delete it safely and not have any repercussions
 
I think that the idea behind the archive and reinstall is that you have all your old data backed up, and you can import it into your fresh installation. Once you're done, I see no reason why you wouldn't be able to delete it. It's got nothing to do with your current OS.
