Renew and get new phone

A friend of mine gets the latest version of the iPhone every time it is released by going to the Apple Store and renewing his contract and paying 200 or 300 dollars for the new phone.

However, I've also heard that there isn't such a program offered, so I was wondering if it is possible to do such a thing, as I am thinking about getting an iPhone now, but feel that the release of a new model in 6 months would make me regret my decision if I were not able to upgrade upon release.

Verizon customers can upgrade once every two years. AT&T every 20 months. If you're bill is over $100 monthly you can do yearly updates.
