Recently I archived and installed leopard from tiger. Since then sometime there is a message that comes up telling me I need to restart my computer in all different languages. Also when I try to verify and repair my disk permissions, this is what shows up:

Can anyone help?
 
Ignore the permissions errors, they are fairly pointless. The permissions are correct but Disk Utility is expecting to see a file, not a symlink, so it's complaining. This started occurring several updates back, IIRC.

Kernel panics, like all computer issues, are split into two categories: software or hardware related. I'm assuming you ran updates after your archive and install? In any event the best solution to figure out if its a hardware issue or not would be to reinstall again non-preserving, or consider an erase & install after relocating your ~/Documents, ~/Movies, ~/Music, ~/Pictures directories to an external drive. If you select non-preserving you'll have to go through some additional steps to retrieve your user files. Understandably, nuking the drive with a complete reinstall like this isn't the desired outcome, but its the only thing to do if something in your system has become corrupted, and its easier to follow through on than manually relocating files/plists until you find the one or two or more that could be causing this problem.

If after a reinstall and re-running your updates, the issue persists, its more likely a hardware issue. Assuming its a hardware issue that can be detected by the included Apple Hardware Test, running it may not be a bad idea.
