Repeat key not working.

So I have the settings adjusted all the way so when I hold down a key such as a letter or the delete button so the command will be done much faster but it still does not work. Holding delete moves at a snail pace and if I hold a letter it gives me the option to add an accent or whatever, it does not repeat that letter at all.

How do I fix this?

I mentioned I went into settings to change it but it isn't making a difference. I put the setting all the way to the left and it makes no difference. Its as if the setting is not changing anything.

If I hold the key, for example the letter "e" it won't repeat, instead it shows all the different accents I can add.
