Hi there

It seems the trick with folder "/Library/Caches" and replacing "com.apple.desktop.admin.png" no longer works in 10.12.4...

Because the .png picture is no longer to be seen in the Caches folder.

Where is it now and how can you replace the standard Sierra login picture in the background?
 
I still see my .png image in Caches. It's the desktop picture selected in System Preferences > Desktop & Screensaver.
 
Ok I see now. I had my desktop background color to a solid color and the login png didn't show up in Caches folder. As soon as I changed to the Sierra desktop image in settings the blurry png version showed up in Caches folder. Strange.
