I have mid 2009 MBP and it has been suggested my HHD maybe approaching the end of its useful life

It has:
FUJITSU MJA2250BH FFS G1
250 gig which is plenty enough starage for me
Faster is always fun but not if it costs too much more

I will be using carbon copy clone to prepare for the new one

Budget constraints make SSD not an option
What would be a good reliable replacement?

Well what's the budget for a drive? Depending on what that is, you might be surprised with what you can get. But since you said that 250GB was plenty of space for you, OWC has this drive for sale pretty cheap: http://eshop.macsales.com/item/HGST/0A57915R/.
