Mum dropped her iPhone 4S and smashed the back. How much will they charge to fix it? I know it's $29 in the US, but surely someone has had it fixed in the UK and can tell me the price?

It should be about the same price converted to pounds.
The backs are cheap and they can replace them within minutes.
Just have her go into an Apple store and they will take care of her.

Not in the UK she is. You can't buy Applecare there. Plus they won't notice if you use an OEM back. I promise. I took in a phone that had been fully disassembled and they didn't notice/follow up (2 years ago now)
When did she buy the 4S? Doesn't Apple only give you 30days or is that only AppleCare+

Yes you can. Hence why my 4S, iPad 3 and iPad mini all have AppleCare that I bought separately. You cannnot buy AppleCare+ in the UK, but you can buy AppleCare. And while I do believe you, I do not want to take the risk.
30 days for AppleCare+ (which isn't available in the UK) and anytime within a year of purchase for standard AppleCare.
