Reply a Message when locked by code

I have the iPhone with a single code, and i have active the option "send Message" when locked, but i can do that

Anyone knows why?

The setting for replying with a message when phone is locked is where when you get a call, you can select to reply with a message - such as the defaults "I'll call you later," "I'm on my way," "What's up?." - not related to replying to a text message without unlocking your device.
