Reply with message?

Under options where you can set a passcode it has an option for "Reply with message" allow access when locked. I figured it meant you could reply to a text message without entering passcode but it doesn't work. So am I wrong?

That is referring to the reply with message feature that allows you to send a message to callers when ignoring their call.
