Some bugs I’ve reported for iOS 13:

1) open mail and open a message tap reply tab the body and the keyboard doesn’t appear. Go back and hit reply again the keyboard appears
2) text squishing in App Store. Sometimes the text will squish into one another and wrap on a narrow column
3) Bluetooth audio issue with volume control. Sometimes the audio doesn’t change with a Bluetooth headset the volume shows it should change but the decibels don’t turning Bluetooth off and on again on the phone fixes the issue.
4) WiFi/Cellular data sometimes doesn’t work requiring a full reboot of the phone.
5) some apps don’t open or have odd behavior like Apple TV when scrolling it randomly crashes. Some apps hang when scrolling and some apps don’t render correctly after ads

Overall these are just minor inconveniences.

For Beta 3 I’ve reported the following:

Incoming calls don’t show the screen to answer it. This happens 50% of the time.

Bluetooth volume changes when reconnecting a Bluetooth headset.

Siri shortcuts don’t always work and some new ones I’ve created don’t work.

Emails will sometimes show as duplicates and out of order.
