Repurchase a refunded app

I bought app and had it refunded because I didn't understand how it was to work. I figured it out with the dev and have been trying to repurchase it, but the App Store would let me. It keeps saying the app was returned, refunded or used on another Apple ID.

Is there some waiting period before you can repurchase a refunded app?:confused:
