As this is shot with an iPhone 3GS, not really.
The highlights are blown, thus not recoverable, the blur could be reduced, but not by much, the noise can be softened, but the image gets softened too then.
The exposure was too short and the ISO (sensitivity) was too high.
If you shoot something like this again consider choosing a brighter spot, maybe in front of the Ward, if the construction is finished yet.
What would you like to get fixed anyway?
