I successfully reserved a phone on the 15th, but I am having a problem with the email I received. In the email, it says the price of my phone is $599.99. When going through the reserve process, it gave me the price of $199.99. I have a premier account and this didn't seem to cause a problem during the reservation process. I am also eligible for an upgrade at $199.99 (I verified this today through the eligibility link on the iphone website on apple.com).

Is the $599.99 a glitch?

Yes. The e-mail didn't get your account info, so it defaulted to the standard price for a no-commitment iPhone. At the store, they'll fix it.
