All iPads Reset iPad with Find My iPad turned on

I have a friend who bought an iPad Mini from someone. He didn't think to check to see if Find My iPad was turned on. He now has no way to get a hold of the guy. He restored the device to factory settings but it's apparently only letting him go so far as Find My iPad is still on. Is there any way for him to turn this off without the old password?
