I want to wipe & restore my iPhone as it's been running sluggish lately, if I do, do I loose all my wifi passwords? There are some locations I was given the WIFI passwords to but don't remember the passwords...

Yep. You will definately lose those.

If you back-up to iCloud, wipe your phone and then restore from the most recent iCloud back-up, you will keep all your WiFi passwords. I can confirm this to be true as I have done it myself on numerous occasions.

Also an encrypted iTunes backup preserves passwords.
