Reset iphone and using nearby iOS device Hey Siri qns

hi..

I am a little particular when it comes to settings and find it unsettling when certain process are not the same ..

I reset an iphone and when I use iPad to setup my iPhone ( but not restoring from iCloud back up ) I noticed that during Siri setup .. when I choose yes to both hey Siri and home button Siri.

There is no hey Siri setup process where we have to say hey Siri a few times .. something broken there ?
