Reset Iphone Settings. Now Frozen

I went into iPhone reset all settings and I clicked on the 2nd option. To reset or delete all. Then the phone just shows the white apple and a download bar but it never moves.

I did hard reset I went to iturns restore.. Starts restoring and than same screen comes on with apply and progress download bar not moving at all.

Any suggestions?
