When I start up my old laptop from school and hold Command + R instead of it going to the OS utilities it brings up another password prompt. Please help me bypass this.

Time to take a trip to an Apple store and have them do it. Unless you want to mess around insider the Air and remove the RAM and use the hardware method.

Ram in the air is not removable AFAIK.

Is the Air asking for the EFI password? Taking it to the Apple store won't help unless you have proof of purchase/ownership.
