Yeah, the temporary data cache is just that, temporary. It is cleared automatically by the OS when the space is needed, there is anything for you to do.Clear the cache mostly.
All the storage apps for the tvOS are pretty much pointless. They don't give any useful information to the user since the "used" data contains temporary files.now the TVStorage app says

AFAIK, there is no way to actually know the true "used" data on tvOS.
I would bet the issue was probably something other than the temporary cache. Maybe server issues.well I was having trouble streaming a TV show as it was buffering. Did not buffer on Mac nor iPad. After reset this tv show still buffers sometimes. I have restarted tv OS and still the same problem sometimes.
have a super fast WIFI connection so don’t know why I am having this problem. Tv show is on iTunes as I don’t use Netflix nor YouTube.

I have tested the OS clearing the cache, like how soon it clears it, and the maximum amount one could possible store before the OS clears the cache.
There isn't any real consistence when it comes to when it clears the cache, as I have had as much as 10GB free when it cleared it and as little as 300MB free.
I wouldn't worry about your storage on your ATV unless you have a huge amount of games installed.

I remember a few years back, there was a Netflix outage on only certain devices, while it worked fine on others.
Maybe that is what is happening to your Apple TV.
BTW, I didn't say that a server issue was affecting your ATV, I just suggested that it might be the cause.
I noticed that most temporary issues on the ATV are corrected by a simple reboot. Restart your ATV and see if that helps.
Also, is your "buffering" issue on just one movie or all iTunes movies? And use the Speedtest app and check your internet on your ATV, make sure everything is fine there.

Different clients can use different servers, server hardware processes and server software for the same content. For example your PC/Mac won't be getting a 4k HDR iTunes TV show while your ATV4k will. This can also be location based as well since there are servers located all over the world. However IF this is a server issue its generally something to do with the verification server or process.
Because of all that its not completely uncommon for a specific device to work while another one doesn't.
Is it working now? Currently Apple (iTunes) reports no network outages.
Like mentioned don't worry about storage. tvOS will handle it automatically, you'll receive a message that data had to be removed from a specific app when you reopen it. This is generally an app that is rarely used.
