Whats the difference between the reset of holding down "Sleep/Wake and Home buttons for 10 seconds" and "Reset All Settings" ?

Do they both accomplish the same things ? Wipe all data/user settings, restoring back to default settings ?

the sleep/wake and home button reset basically do a force reboot, it does not alter any of your content or settings. In the other hand the reset all setting will revert ALL of your settings to factory default but it will NOT delete any of your content. Reseting your settings mean that you will have to put your wifi password again, your apple id, brightness options or anything you may have change.
