Resident Evil 4 frame rate issues

I'm running Resident Evil 4 on my 2.4GHz Mac Book, with 2GB ram, under Parallels, and the video capture software Fraps is showing a frame rate of just 10 for most environments. Is this normal? I mean, its a pretty old game!
