I have a 2019 13-inch MacBook Pro running Catalina 10.15.4. Currently it is connected with its lid closed to an external display using a USB-C to Display Port cable. To awake the laptop from sleep I either move the external mouse or press any key on the external keyboard but the issue is putting it to sleep. If I go to the Login Window and click on Sleep, the display will momentarily darken and the monitor may show "Display Port no signal" but the Login Window comes back. Sometimes I have to repeat clicking on Sleep three times before it actually sleeps. At first I thought I was possibly moving the mouse a small amount when clicking on Sleep but careful testing has shown this not to be the case. I seem to recall similar behavior with my 2011 MacBookPro although I forget the actual display connection details (firewire to something).

Any suggestions? Do you think this is more of an issue with the display (NEC MultiSync PA241W) or Display Port rather than the laptop? Thanks.
 
I have the same issue with MacBook Pro 16.
Didn't find any solution yet.
