I love this feature but how do I make sure it works all the time instead of mistaking for horizontal swipe left and right?

Really struggling to reliably invoke it and looking for tips
 
The app you are using must use the Apple TV software’s in-built video player to scroll properly, many apps use their own player. You should find it works properly in the AppleTV+ app if you want to see it working properly. The MLB.TV app and Plex, my most used apps, use their own video player are a couple of examples.

Even on the apple native apps it seems inconsistent to not pop up the scroll functionality
 
After pausing the video, rest your thumb at the top of the scroll ring until the motion symbol shows and then slowly move clockwise or counter-clockwise around the ring (multiple times if necessary] to fast forward or rewind. Do not raise your thumb at all until you get to the point of the video you wish to play from and then press the center button. Takes some practice for sure.

Could’ve swore I read rest finger on center button

That would explain the wonkiness
