The resting heart rate readings are ridiculus on my watch, varying from 50 to 75 within a single month. Some days I even have lower in the breath app. They were more consistent a few years ago. Is there any ways to make it better?

it’s not inconceivable that the measurement is accurate …… there will always be fluctuations especially across a month.
 
The watch takes HRrest readings at various points during the day when you've stopped a bit then averages them. I'm not sure it really accounts for being truly "resting" in terms of lack of caffeine, excitement, etc.

As for it being different from "years ago" - Apple changed the methodology with watchOS7 to exclude measurements taken while asleep.

IMHO if you're seeing inconsistant numbers I'd suggest just measuring it the old fashioned way a few times to see if you really are seeing variance or if the watch is giving poor info.
