Yes. It's 7.0.4 or 7.0.5 (only for 5S in some countries) respectively.
Both versions are jailbreakable with the latest evasi0n7.

You can JB 7.0.5 with the latest evasion update.
And even if you had blobs they're useless for the iphone 4s, 5 and 5S.
