Should I restore from Backup, or Install as New, when I have the much-crashing-Safari-since-iOS5 disease on my old iPad. I now have my brand-new New IPad all ready to activate, but am full of dread to re-introduce whatever the problem was...

...please advise.

I suggest restore from back up and see if the problem still exists. You can always go into settings and restore the iPad to factory afterwards.
 
I always restore from backup.

Even if the Safari problem continues, it will more than likely be fixed in the next OS update.
