Restore from backup?

so I just reset my Apple Watch from one phone, and I setup on another

When I was in the setup process I got no option to restore from backup, and now my achievements are missing as well

Did you do un-pair your Watch and then do a full encrypted iTunes or Cloud backup of your old iPhone. Then restore the backup to the new iPhone?

No, it's not an old iPhone it's just my other iPhone
and it say's on the watch website it automatically back's my watch up as soon as I unpair

I believe you can only have Health/Fitness information encrypted to ONE iPhone.
