Restore "icloud tabs" from Time Machine Backup

In an iOS update, something went wrong and it didn't bring back the iCloud tabs. These are the open tabs on iOS

I have a backup of my phone and backup of my mac.
I don't want to restore my phone or mac but I have a time machine.
Is there a file I could restore to get all the iCloud tabs back?

I have tried replacing
CloudTabs.db
CloudTabs.db-wal
CloudTabs.db-shm

but it still shows the old tabs
