I need to downgrade to IOS 6 from iOS 7 but need to retain my text message history and don't need anything else in the backup. Is there any export tool I can use and then import tool as IOS 6 cannot take an iOS 7 backup and I have no IOS 6 backups from when I had IOS 6?

Generally speaking you can't restore iOS 7 backups to a lower iOS version
that said, a couple of years ago I recall stumbling onto instructions for how to create a backup that was just your texts and nothing else. google and hopefully you can find it.
if they haven't changed up the structure for how the text database is created between iOS 6 and 7 you might be able make a backup after you downgrade, copy the text part over from the iOS 7 backup you will have made before you downgrade and then restore that backup to the phone.
Use this Guide. If you only want the text messages then make the SMS.db file ios 6 ready by following the instructions in the link and then restore just the SMS.db using Ibackupbot
